World Week Ahead: Debt auctions in Europe

As several Europe Union members prepare to auction government debt this week, the appetite of investors to buy the stuff, as well as the risk premium they demand, will be key to the mood of financial markets.

Bond yields in the euro zone soared last week, in particular in Germany but also Italy and France. Equities were hammered on both sides of the Atlantic. On Wall Street, the Standard & Poor's 500 Index dropped 4.7 percent for the week, the Dow Jones Industrial Average shed 4.8 percent and the Nasdaq Composite Index lost 5.1 percent. Europe's Stoxx 600 Index fell 4.6 percent.?

As a sign that equities might decline further, the premium European banks pay to borrow in US dollars through the swaps market is at the highest since the collapse of Lehman Brothers in 2008, according to Bloomberg News.

?There is more evidence of a flight from all things Europe,? Conor Howell, head of ETF trading at Christopher Street Capital in London, told Bloomberg. ?What?s unnerving right now is the recent breakdown of the positive correlation between European equities, the euro and bund yields. Since mid-November, bund yields have risen, yet equities and the euro are heading lower.?

The euro extended losses last week, hitting the lowest level against the greenback in nearly two months on Friday, as the three-month cross-currency basis swap ballooned as much as 1.61 percentage points below the euro interbank offered rate.?Concerns about a break-up of the euro zone are persistent.

"There appears to be no credible plan in sight to solve the euro zone debt crisis. It shows that there are legs to the market view that the euro zone might be dismantled," Joe Manimbo, senior market analyst at Travelex Global Payments in Washington, told Reuters.

And there could be more trouble brewing for Greece.

The country might miss its target for privatisation revenues next year because of the worsening economic climate in Europe, the head of the agency responsible for selling state assets told the Kathimerini newspaper, according to Reuters.

Another failure by Greece to meet budget targets risks further frustrating international lenders. Under the terms of last year's 110 billion euro bailout, Greece is meant to sell state assets worth 50 billion euros by 2015, Reuters said.

Meanwhile, Welt am Sonntag reported on Sunday that Germany's Angela Merkel and France's Nicolas Sarkozy were stepping up their efforts to combat the crisis, including with a quick new Stability Pact because it would take too long to change existing EU treaties. The plan could be announced this week.

How the two nations will bridge the gap in their opinions on the best way to resolve the debt crisis remains unknown.

In the coming days, France, Britain, Italy, Belgium and Spain are holding debt sales which will provide fresh clues on investors' confidence in the ability of the region to get their fiscal mess under control.

Last week, Italy paid a record 6.5 percent to borrow money over six months, and its longer-term funding costs climbed beyond levels deemed sustainable, while Germany's troubled bond auction of 6 billion euros was a stark reminder that no EU country is immune.

Belgium?has suffered the consequences, too. Last Friday, Standard & Poor's downgraded Belgium's credit rating to AA from AA+.

The cut followed those of Portugal and Hungary whose ratings were relegated to junk status earlier in the week. At least Belgian political factions on Saturday reached a deal to cut the nation's budget deficit, clearing the way to form a government after a stalemate of more than 500 days - one reason why S&P said it cut the country's rating.

This week, top euro-zone officials are headed for Washington. US President Barack Obama will meet on Monday with European Council President Herman van Rompuy and European Commission President Jose Manuel Barroso, and the sovereign debt crisis will no doubt form a major topic of discussion.

The next day euro-zone finance ministers are meeting back home to discuss ways to bolster the region's bailout fund. US economic data on tap this week include new home sales and the S&P/Case-Shiller home prices index, and consumer confidence.

Even with low confidence, Black Friday sales may have gained from a year earlier as shoppers paid more for goods and unleashed some pent-up demand, Craig Johnson, president of consulting firm Customer Growth Partners, told Bloomberg. Revenue from the Thanksgiving holiday might increase to US$27 billion, an 8 percent gain from the same period a year ago, Johnson said.

The Institute for Supply Management's manufacturing report is due on Wednesday, followed the next day by factory readings from Europe and China. Also scheduled for release are the weekly jobless claims numbers on Thursday and the monthly non-farm payrolls report on Friday.

While employers are expected to have hired more staff this month, it wasn't at a fast enough pace to put a dent in the overall unemployment rate.

In Europe, investors will watch British Finance Minister George Osborne's autumn spending statement on Tuesday. The government's independent fiscal watchdog, the Office for Budget Responsibility, is expected to cut its forecasts for growth.?

Palestinian PM: Israeli sanctions starting to bite

(AP) ? Palestinian Prime Minister Salam Fayyad says he will be unable to pay the the salaries of tens of thousands of civil servants, as Israeli economic sanctions start to bite.

Israel decided last month to suspend the monthly transfer of about $100 million in tax revenues it collects on behalf of Fayyad's Palestinian Authority. The transfers, along with foreign aid, are crucial for keeping Fayyad's government afloat. Nearly one-third of the close to 4 million Palestinians in the West Bank and Gaza depend on public sector salaries.

Fayyad told reporters Sunday that the sanctions have a "devastating impact" on the Palestinian economy.

Israel suspended the transfers in retaliation for Palestinian attempts to win international recognition for a state of Palestine.

Police ban Congo rallies as election tensions flare (Reuters)

KINSHASA (Reuters) ? Police in the Congolese capital Kinshasa banned all campaign rallies on Saturday after rival supporters hurled rocks at each other and at least one person was reported dead as tensions rose two days before presidential and parliamentary elections.

Riot police used tear gas to disperse a political gathering in central Kinshasa and one person was injured as presidential guard members fired shots to clear opposition supporters from the airport, Reuters reporters said.

Asked to confirm reports of the ban, Kinshasa police chief Jean de Dieu Oleko told Reuters: "Yes, all of them."

President Joseph Kabila and his two main rivals, Etienne Tshisekedi and Vital Kamerhe, were all due to hold rallies within several hundred meters of each other later on Saturday.

Jacquemain Shabani Lukoo, secretary-general of Tshisekedi's UPDS party, said their event would continue as planned.

"It is Kabila who has canceled his meeting. We are carrying on with our meeting," Shabani said.

Citing health and security officials, a United Nations source said at least one person had died but there was no official confirmation of the death or its circumstances. A Reuters reporter saw a lifeless body on the road leading to the airport, where Tshisekedi was due to arrive from the provinces.

It was the latest sign of tension in the run-up to Congo's second presidential election since a 1998-2003 war, a poll which has been marked by opposition allegations of irregularities and concerns of inadequate preparations.

Despite a logistics operation supported by helicopters from South Africa and Angola, it is not clear whether all the ballot slips will have reached the 60,000 voting stations by Monday in a country two-thirds the size of the European Union.

DELAY?

Tshisekedi said he could accept a delay but only if the head of the national election commission, whom he accused of having political ties with Kabila and turning a blind eye to alleged irregularities, was sacked.

"I would agree (to a delay) if that meant a more credible, democratic and transparent process," the 78-year-old veteran opposition leader told French RFI radio.

"But one thing is clear: if we say there will be a delay, it is clear that the election commission cannot be led by Daniel Ngoy Mulunda," he said, accusing him of having been a founding member of Kabila's PPRD political party.

Mulunda, who will have the deciding vote if his commission is split on any election dispute, said this week he did not deny having been a member of the delegation that accompanies Kabila on foreign trips, but said he was not a founding PPRD member.

Tshisekedi alleged the existence on paper of fake polling stations to allow vote-rigging, a claim authorities have denied. His party also accuses Kabila of using state media and transport assets in the service of his campaign.

One election observer said authorities had said ballot slips for an electorate of 32 million eligible voters had arrived at regional so-called "sub-hubs" but added this did not guarantee they would reach often remote polling stations.

"We are a long way off," said the observer, who declined to be identified.

For many Congolese, there was a last-minute scramble to find out where they should be voting. Gervis Ilunga, a 44-year-old security guard, said he registered in one Kinshasa district but ultimately found his name elsewhere.

"In 2006, things were at least organized," he said of the first post-war poll largely organized under the auspices of the United Nations. "It is not like that this time ... There will be too many challenges this time."

Under constitutional amendments signed off by Kabila this year, the presidential vote will be decided in a single round, meaning the winner can claim victory with a simple majority. Analysts say that favors Kabila against the split opposition.

Blessed with lucrative resources of copper, cobalt and precious metals, Congo remains plagued by poverty and insecurity, especially in its rebel-infested east where a simmering low-level conflict persists.

Iowa GOP Voters: Watching Mitt Romney, Newt Gingrich Closely as Caucus Nears (ContributorNetwork)

Iowans are weighing in on who their favorite Republican candidates are, but question if their choice of candidate has what it takes to beat Barack Obama. It appears that Mitt Romney is favorable in the eyes of Iowans, but the latest Rasmussen Reports show Newt Gingrich has bypassed Romney by small margins in numbers.

Here is what Iowa GOP voters are saying about the Republican candidates early on.

"I am favoring Newt Gingrich out of all the Republican candidates. Newt is an intelligent man, and knows how the political system works and has the ability to work both sides of the isle if elected. If Newt was out, I would look toward Herman Cain. Cain is intelligent and has strong business ethics. Balancing the federal budget and stopping all of the funding of other countries are priorities I want to see in a candidate. We need to take our country back. Elect a person that will do what they say and not say one thing and do the opposite as our current president is doing." -- Robert Walke, retired, Guttenberg

"I am not sure I can pinpoint a single Republican candidate as my favorite. There does not appear to be an acceptable candidate at all, but if I have to choose I guess I would go with Mitt Romney. Tuesday's debate: Will Gingrich's immigration stance cost him his lead? (The Week)

New York ? Newt Gingrich seems to be the consensus winner of Tuesday night's Republican presidential debate. But will a "humane" stance toward immigration end his 15 minutes?

Newt Gingrich has risen to the top of the Republican presidential field largely because of his debating skills ? a point Gingrich himself made Monday, while arguing why he's the right candidate to face President Obama next November. He sustained that debating momentum in Tuesday night's CNN presidential debate on foreign policy, with most commentators declaring Newt the winner. His rivals, however, immediately pounced on his self-described "humane" idea that the U.S. should grant legal, non-citizen status to longtime undocumented immigrants who've forged family and community ties in the U.S. Did Gingrich's first debate as frontrunner confirm him as a "worthy adversary" to Mitt Romney, or will pushing "amnesty" for illegal immigrants reverse the gains he's made?

Newt just made it a two-man race: "Gingrich's dominant performance" put him head and shoulders above all rivals but Romney, says John LeBoutillier at Fox News. But Newt won the night by being clever and entertaining, while Mitt, as usual, was "B-O-R-I-N-G." Gingrich might get stung by "being basically pro-amnesty for long-term illegal immigrants," but it's more likely he'll soak up the supporters of "worn-out acts" Perry and Herman Cain. By February, this will a Romney-Gingrich race.
"Newt's surge continues"

Gingrich just killed his campaign: The debate's big takeaway is that "Gingrich is sticking his neck out on immigration, in a way that has already resulted in the decapitation of Rick Perry," says Edward McBride in The Economist. Newt showed that "he can sound presidential when he sets his mind to it," but he apparently doesn't understand that a "surprisingly humane and sane" immigration stance is a deal-breaker for the GOP base. Win or lose, he's thinking big: Gingrich started his immigration pitch with "controlling the border," placing him not "far at all outside the Republican mainstream," says Kyle Wingfield in The Atlanta Journal-Constitution. But "kinda-sorta endorse[ing] amnesty" is clearly the kind of "forward-thinking maneuver" his non-Romney rivals failed to pull off. If it works, he'll bring independents and Hispanics "under the Gingrich tent" without losing conservatives. Tune in to talk radio to see if he bet right.

It's not enough that the police are pepper spraying Occupy protesters,?now they're taking aim at famous works of art?? as an Internet meme, of course.

It was only a matter of time before the viral image of that UC Davis cop (Lt. John Pike, you're famous now! Or infamous?) made it into certain images, but it's a stroke of genius to incorporate it into famous works of art, as you can see below (and which we saw all over Facebook last night, too).

James Alex, an American artist living in Edinburgh, Scotland, created some of the images Sunday night?after seeing the Seurat mash-up (above), and expanded?it to others such as the Manet, the Eakins, Wyeth and Willard, posting them to his Tumblr.

"I started to think about the UC students using a peaceful method of?protest, i.e. sitting, and how truly revolutionary such a passive event?like sitting could be. Then I started to think about paintings being?passive yet revolutionary especially in their own time and yes, now too," he wrote in an email to msnbc.com this morning. "Popping in the image of the officer resulted in something quite dynamic?with a multitude of meanings, the least of which is playing with the idea?of historical events and how unamerican a violent act can be."

Here, Alex chose Andrew Wyeth's "Christina's World" to express his thoughts. Another creative soul chose Picasso's "Guernica" to reveal the police presence now seen around the world.

Lakes Discovered Beneath Europa Ice Pack (ContributorNetwork)

Using data from the Galileo space probe that orbiter Jupiter from 1995 to 2003, scientists have determined the strong possibility that there is a body of water beneath the ice pack of Europa, one of Jupiter's moons, the size of the Great Lakes.

What is Europa?

Europa was one of the four moons of Jupiter discovered by Galileo in the early 17th century using his telescope. Its radius is 1,569 kilometers. It is 670,900 kilometers from Jupiter. Europa has a metallic core surrounded by a rock shell. There is a subsurface ocean surrounded by an ice pack that is thought to be in some areas tens of kilometers thick. Europa was first imaged at close range by the Pioneer and Voyager space craft in the 1970s and 1980s. It was studied extensively by the Galileo as it orbited Jupiter in the 1990s and early 21st Century, flying back its various moons.

How did scientists determine the existence of this body of water?

The idea of a body of water beneath the Europa ice pack has been surmised by scientists for years. The Galileo imaged two circular bumpy features on Europa's surface called "chaos terrains." Similar features on Earth suggest that Europa is still geologically active, heated likely by tidal forces. That means plumes of warm water well up against the Europa ice cap, fracturing them, and causing the "chaos" terrain features.

What does this mean for the possibility of life on Europa?

Scientists believe that the interaction between the Europa ice pack and the subsurface bodies of water transfer nutrients and energy that may lead to life existing under the Europa surface. Life in the oceans of Europa would be similar to that which exists deep beneath the oceans on Earth where light does not penetrate.

What is the next step in confirming liquid water under Europa?

Proposals for missions to Europa abound. A Europa Orbiter is designed as part of the proposed Europa Jupiter System Mission. NASA has a concept called the Europa Astrobiology Lander that would examine the surface of the moon for organic and inorganic materials. Much further in the future, some are envisioning a Europa mission called Icepick that would drill through the Europa ice pack and insert a small prove that would explore the subsurface ocean, looking for life and other scientific data. A commitment to funding from likely a coalition of nations would be necessary for any of these missions to become reality.

'Dancing With The Stars': Rob Kardashian Steps Up

Big sister Kim looks on as Rob tops the leaderboard, with J.R. Martinez and Ricki Lake falling short of the reality star.

The talk-show host. The reality star. The war hero.

Only one will be crowned the winner on Tuesday's (November 22) "Dancing With the Stars" season finale, but you better believe Ricki Lake, Rob Kardashian and J.R. Martinez are hoping their dance moves win over America's heart.

On Monday night, they performed two dances each — the second was a freestyle dance — and the judges loved what Kardashian brought to the table. After weeks of seeing everyone else nab the highest scores, it was the reality star who brought home the top spot on the leaderboard.

Here's how everyone fared:

Ricki Lake and Derek Hough
Lake, the sole remaining woman in the competition, went first, dancing the cha-cha to Chris Brown's "Yeah 3x," and the judges loved it, telling her she was living the dance and exuding confidence. "Action-packed performance. Good timing. Good rhythm. Hips were working good. It's a dance deserving of this final. Well done," hard-to-please judge Len Goodman told her. 27/30

When Lake came back for her freestyle, she burst through a screen (of her larger self from earlier in the season; since being on the show she's shed quite a bit of weight), and they shimmied and flipped and twisted and turned all about the stage. The judges said their dance was demanding and difficult. "It was fun, it was entertaining. Overall, what a great number," Goodman said. 27/30

Lake's overall score: 54/60

The reality star —whose big sister Kim watched from the audience for the first time since her divorce — danced the waltz, and the judges found his movements to be a little heavy and said he lost his posture at times. Carrie Ann Inaba said he was the male version of Cinderella. Overall, they thought it was simple and beautiful. "Tonight, you were flowing and you were glowing. So full of expression. I love the continuity of lines," judge Bruno Tonioli said. 27/30

For their second dance of the night, Kardashian and Burke danced on a set that mirrored Harlem, New York's Cotton Club, and Cheryl said she wanted to play to Rob's strengths. That meant their dance started off slow and then kicked up a notch and finished fast. The judges said their dance blew them all away. "Brilliant contact! Brilliant execution! Brilliant performance!" Tonioli yelled. 30/30

Kardashian's overall score: 57/60

For much of the season, he's topped the leaderboard — or at least been close — until last week. His ankle was injured, but he danced in spite of it, and his scores suffered. For his cha-cha on Monday, his ankle was in much better shape, but the judges said Martinez was off-time and there were many mistakes. Tonioli was the lone judge who gave him praise. Carrie Ann Inaba offered: "I think when people watch you dance, they just fall in love with your spirit. Tonight, your musicality was a bit off. We're in the finals, so watch your arms. I know you've got it in you." 24/30

Martinez performed the final freestyle of the night, and they went with a Latin-inspired routine to pay homage to his Latin heritage. The judges said this time around, he redeemed himself. They said his dance was hypnotic and found it to be an incredible comeback from his first-round routine. "That's the way to come back! Those lifts were the sickest lifts I've ever seen — congratulations!" Inaba cheered. 30/30

Martinez's overall score: 54/60

One killed as Egyptian police, protesters clash (Reuters)

CAIRO (Reuters) ? At least one person was killed and more than 650 wounded in clashes between riot police and protesters in Cairo's Tahrir square on Saturday, official said, after a protest demanding the ruling military transfer power swiftly to a civilian government.

Protests also erupted in other cities, including Alexandria and Suez, witnesses said.

Egypt holds its first parliamentary election, from November 28, since president Hosni Mubarak was toppled in a popular uprising in February and parties and the ruling military are jostling for position.

Police pulled down the tents of about 100 protesters who had camped in the square overnight after a demonstration on Friday of about 50,000 people, mostly Islamists, against the military leadership.

That prompted around 5,000 protesters to return to the square and clashes erupted. Police fired rubber bullets and buildings and two cars in the square were set on fire, witnesses said. A third vehicle, close to the Arab League's headquarters, was also on fire.

"The people want to topple the regime!" hundreds of youths chanted as they rushed toward a line of police.

State news agency MENA cited the health ministry's spokesman as saying 676 people had been hurt and Ahmed Mahmoud, a 23-year-old demonstrator, died in hospital after being shot.

Riot police, who used tear gas to clear the area in the early evening, later fired more tear gas at protesters who had regained control of the square, witnesses said. Police beat protesters with batons while protesters broke off chunks of cement from sidewalks to throw at the police.

"We are fighting them non-stop," shouted one protester.

Egyptian state television said Prime Minister Essam Sharaf called on protesters in Tahrir to clear the square.

The Muslim Brotherhood's Freedom and Justice Party said it "denounced the break-up of the Tahrir sit-in by force. (This is) reminiscent of the practices of the defunct regime's Interior Ministry."

The April 6th Youth Movement said it opposed the use of force against peaceful protesters and demanded the interior minister quit.

The demonstrators denounced Field Marshal Mohamed Hussein Tantawi, the head of Egypt's ruling military council, while some criticised the Muslim Brotherhood, whom they accused of working to further their own political ends.

"We are not political parties and we hate the Brotherhood who gave up on the revolution and the people," Medhat Fawzy said. "We are Egyptian youth," he added, flashing victory signs and chanting "down down Tantawi."

In the northern port city of Alexandria demonstrators chanted against the military council: "This is their understanding of change, they beat our brothers in Tahrir!"

In the eastern city of Suez, protesters tore down banners of members of Mubarak's disbanded National Democratic Party who are running in the election.

"TROUBLEMAKERS"

State television said 40 of the wounded were police officers and said "18 troublemakers" had been arrested.

Friday's rally appeared to be the biggest Islamist challenge to military rule since the largely secular uprising that toppled Mubarak. The demonstration was mostly comprised of Brotherhood members and their harder-line Salafi rivals.

Protesters expressed anger at a draft constitution that Deputy Prime Minister Ali al-Silmi showed to political groups earlier this month which would give the army exclusive authority over its internal affairs and budget.

The election could be disrupted if parties and the government fail to resolve the row over the draft constitution that had denied parliamentary oversight of the army, potentially allowing it to defy an elected government.

As clashes raged in Tahrir square, al-Silmi and the Brotherhood appeared to be negotiating, through press statements and the state news agency, on percentages of members of parliament (MPs) needed to approve the assembly that will write the constitution.

MENA reported that al-Silmi had amended some clauses of the constitutional proposal, including one to say Egypt is a "democratic state" instead of "democratic civil state," a move likely to anger liberals who fear that a parliamentary majority could seek to turn Egypt into an Islamic state.

Al-Silmi said the committee chosen to write the constitution would not be confined to the larger groups in parliament to ensure "a constitution that reflects national consensus and receives the consent of all segments of society."

Political analyst Ezzedine Fishere said he did not expect the amendments to appease Islamist groups.

"(Islamists) see that they will get a majority in parliament and hence want total freedom in choosing the constitutional committee and writing the constitution," he said.

Analysts say Islamists could win 40 percent of parliament seats, with a big portion going to the Brotherhood.

"What is happening now is a showdown between the two factions ... an on-the-ground confrontation with each party trying to enforce its will, the military council from one end and the Islamist currents from the other," Fishere said.

MENA reported that al-Silmi had amended the constitutional proposal to say members of the constituent assembly writing the constitution would be chosen by a "majority" of elected MPs instead of his earlier announcement that they would be chosen by a "two-thirds majority."

AP sources: FBI declined to pursue NYC bomb plot (AP)

NEW YORK ? Federal authorities declined to pursue a case against an "al-Qaida sympathizer" accused of plotting to bomb police stations and post offices in the New York area because they believed he was mentally unstable and incapable of pulling it off, two law enforcement officials said Monday.

New York Police Department investigators sought to get the FBI involved at least twice as their undercover investigation of Jose Pimentel unfolded, the officials said. Both times, the FBI concluded that he wasn't a serious threat, they said.

The FBI concluded that Pimentel "didn't have the predisposition or the ability to do anything on his own," one of the officials said.

The officials were not authorized to speak about the case and spoke on condition of anonymity. The FBI's New York office declined to comment Monday.

New York authorities said Pimentel is an "al-Qaida sympathizer" motivated by terrorist propaganda and resentment of U.S. troops in Afghanistan and Iraq. Police Commissioner Raymond Kelly said police had to move quickly to arrest Pimentel on Saturday because he was ready to carry out his plan.

He also talked of bombing a police station in Bayonne, N.J., Kelly said.

"He was in fact putting this bomb together," Kelly said. "He was drilling holes and it would have been not appropriate for us to let him walk out the door with that bomb."

The 27-year-old suspect was being held after his arraignment Sunday on terrorism-related charges.

His lawyer Joseph Zablocki said his client's behavior leading up to the arrest was not that of a conspirator trying to conceal some violent scheme. Zablocki said Pimentel was public about his activities and was not trying to hide anything.

"I don't believe that this case is nearly as strong as the people believe," Zablocki said. "He (Pimentel) has this very public online profile. ... This is not the way you go about committing a terrorist attack."

New York City authorities said that the FBI was involved in the case but did not specifically say it declined to pursue the charges.

Kelly said the NYPD worked very closely with federal authorities on the case.

"We just believed that we couldn't let it go any further," he said. "We had to act."

Global economic outlook grim, China tells U.S. trade (Reuters)

CHENGDU, China (Reuters) ? Chinese Vice-Premier Wang Qishan warned on Monday the global economy is in a grim state and the visiting U.S. commerce secretary said China would spend $1.7 trillion on strategic sectors as Beijing seeks to bolster waning growth.

Wang said an "unbalanced recovery" may be the best option to deal with what he had described on Saturday as a certain chronic global recession, suggesting Beijing would bolster its own economy before it worries about global imbalances at the heart of trade tensions with Washington.

"An unbalanced recovery would be better than a balanced recession," he said at the annual U.S.-China Joint Commission on Commerce and Trade, or JCCT, in the southwest Chinese city of Chengdu.

The comments, echoed by Vice Finance Minister Zhu Guangyao, stopped short of suggesting China would try to boost exports as it had done during the 2008-2009 global financial crisis when it pegged the yuan to the dollar.

Instead, U.S. Commerce Secretary John Bryson told reporters that China had confirmed to U.S. officials that it planned to spend $1.7 trillion on strategic sectors in the next five years.

Beijing has previously said these sectors include alternative energy, biotechnology and advanced equipment manufacturing, underlining its aim to shift the growth engine of the world's No.2 economy to cleaner and high-tech sectors.

The investment amount of 10 trillion yuan ($1.7 trillion) is more than two times bigger than the eye-popping 4 trillion yuan stimulus package launched during the global financial crisis, plans first reported by Reuters a year ago.

"Global economic conditions remain grim, and ensuring economic recovery is the overriding priority," said Wang, the top official steering China's financial and trade policy, at the start of the second day of talks with the Americans.

His comments suggested that Beijing should attend to bolstering China's own growth before it worried about global imbalances. In other words, a strong Chinese economy that brings a continued trade deficit with the United States would be better for the world economy than a slowdown in China itself.

"As major world economies, China and the United States would make a positive contribution to the world through their own steady development," Wang told dozens of trade, investment, energy and agricultural officials from each government seated in a conference hall.

ALARM OVER ECONOMIC RISKS

Policymakers globally have voiced alarm over economic risks, which mainly stem from the euro zone debt crisis.

Monday, Singapore and Thailand said their economies would shrink in the fourth quarter and Japan posted a bigger than expected fall in October exports. Some central banks, including those in Brazil and Indonesia, have cut interest rates.

On Saturday, Wang gave the most dire assessment on the world economy from a senior Chinese policymaker to date.

"The one thing that we can be certain of, among all the uncertainties, is that the global economic recession caused by the international financial crisis will be chronic," he was quoted as saying by the official Xinhua news agency.

The remarks weighed on Chinese and Hong Kong stocks, while world markets were also weak as investors fretted over the euro zone debt crisis.

China's growth slowed to 9.1 percent in the third quarter from 9.5 percent in the second-quarter and 9.7 percent in the first quarter, but the rate remains in Beijing's comfort zone.

After tightening monetary policy to fight the threat of inflation, the central bank has since loosened its grip on bank credit in a bid to support cash-starved small firms and pledged to fine-tune policy if needed as economic growth slowed down.

"It's clear now that Beijing is ready for policy fine-tuning (to support growth) at a time when the overall domestic and foreign economic situation is not optimistic," said Hua Zhongwei, an economist with Huachuang Securities in Beijing.

ON TRADE, FRICTION AND PROGRESS

U.S. officials said the discussions yielded progress on the question of forced technology transfers to Chinese companies, long a sore point for U.S. businesses, and on other trade irritants involving software, beef and cars.

In particular, China committed not to require foreign automakers to hand their new energy vehicle technology over to Chinese partners, or to establish Chinese brands as a condition for market access, said U.S. Trade Representative Ron Kirk.

"China also confirmed that foreign-invested companies will be eligible on an equal basis for any subsidies or incentive programs for electric vehicles," Kirk said, highlighting an issue that was a top concern for many U.S. lawmakers.

Robert Holleyman, president of the Business Software Alliance, said in Washington he was he was encouraged by a renewed Chinese commitment to ensure government agencies and state-owned companies are using only legal software.

"We are pleased that the State Council, China's chief governing body, has been put directly in charge. We need to see tangible results in the short term and long term, because the scale of piracy in China is enormous," Holleyman said.

Although the JCCT talks do not address exchange rate policies, U.S. officials at the talks warned Wang and his colleagues that they could not ignore rising American impatience with China's trade policies and investment barriers.

U.S. gripes about China's trade-boosting policies spilled into President Barack Obama's meeting with Chinese Premier Wen Jiabao on Saturday in Bali, when Obama raised China's exchange rate policies, which many in Washington say keep the yuan cheap against the dollar in order to help Chinese exports.

However, Zhong Wei, an influential economist at Beijing Normal University, said the benefits to the United States of yuan appreciation "are nearly zero."

"Cheap Chinese goods have been a subsidy for the poor in the U.S., and now the U.S. government wants to eliminate such subsidy while it's having difficulty creating jobs," he said.

At the heart of the trade friction between the two countries is a U.S. trade deficit with China that swelled in 2010 to a record $273.1 billion from about $226.9 billion in 2009.

Bryson told the talks the United States welcomed more expanded trade and investment, on balanced terms.

"But a reality also is that many in the U.S., including the business community and the Congress, are moving toward a more negative view of our trading relationship, and they question whether the JCCT is able to make meaningful progress," said Bryson.

The News & Observer of Raleigh reports that McCreery winner was on hand Friday as the new mural was unveiled at Garner High School (http://bit.ly/rx7wgw).

The mural honors the school's sports accomplishments. McCreery is pictured because he swung his microphone like a baseball bat at the end of a song on "Idol."

McCreery is pictured next to former Garner basketball star Donald Williams, who was named most valuable player during the University of North Carolina's run to the 1993 national championship. Hal Stewart, who coached the Trojans to the 1987 state football title, is also on the mural.

McCreery is attending his senior year at Garner High School.

Kindle Fire vs. Nook Tablet...fight!

There seems little doubt that the Kindle Fire will prove one of the holiday season's biggest hits. At $200, the budget tablet will no doubt prove too good a deal to pass up for many consumers not ready to make the price commitment to the industry-leading iPad or a top-tier Android tablet like the Samsung Galaxy Tab 10.1. Of course, the Fire wasn't the only budget Android tablet to launch this week -- heck, it wasn't even the only budget Android tablet launched by an e-reader producer. Barnes & Noble's Nook Tablet also, conveniently, hit stores earlier this week. The company took what it got right with the Nook Color, souped it up a bit internally and wound up with a solid competitor to the Fire.

So, which of these products should budget-friendly gadget shoppers pick up this holiday season? We take a look at their hits and misses after the break.

Former Philippines' president booked on poll fraud (Reuters)

MANILA (Reuters) ? Philippine police officers took the mugshots and fingerprints of former president Gloria Macapagal Arroyo at a Manila hospital Saturday, where she is under heavy guard after being arrested on charges of fraud.

"The former president was sitting in a reclining position on her bed when her fingerprints and pictures were taken," Senior Superintendent Joel Coronel, head of the national police's criminal investigation and detection group, told reporters outside St. Luke's hospital.

"She was wearing a hospital gown and a neck brace but was responding to queries from our medical team. An intravenous fluid is hydrating her," he said.

A police officer took Arroyo's mugshots, Coronel said.

He declined to release copies of the photographs, saying they would be reported to a lower court that issued an arrest warrant Friday that stopped her from leaving the country.

Arroyo, elected into the lower house of Congress last year, was scheduled to fly to Singapore after the Supreme Court upheld its earlier suspension of the government's travel ban on her and her husband.

Her arrest comes 18 months after President Benigno Aquino won an election by vowing to fight corruption and prosecuting those responsible, and particularly pursue Arroyo.

The former leader's legal spokesman, Raul Lambino, said they will question the lower court's jurisdiction to handle the electoral sabotage charges against Arroyo when they appear before the Pasay City regional trial court Monday.

"The process was not only railroaded and the Pasay City court is the not right venue to hear the complaint," Lambino told Reuters, saying the arrest warrant against Arroyo could be quashed if the lower court loses jurisdiction over the case.

Arroyo says she needs to travel to seek medical treatment for a spine condition, but the government believes she wants to evade investigation and possible prosecution.

Arroyo, president from 2001-2010, has consistently denied the allegations against her.

The alleged vote rigging happened in the restive southern Muslim province of Maguindanao, where all 12 pro-Arroyo senate candidates won a clean sweep of the province at mid-term elections in 2007, at odds with national trends.

The charges carry a life sentence.

Arroyo also faces allegations of fraud over a 2004 presidential election and corruption in her administration, which the government is still investigating.

Arroyo's predecessor, Joseph Estrada, told local media her arrest was "karma" and he hoped she would recover her health to face the charges.

"She should be made accountable not only for electoral sabotage but also corruption," he said from Singapore.

Arroyo took office in 2001 when Estrada was forced from power, and prosecuted him for corruption. In 2007, Estrada was convicted of plunder and sentenced to life imprisonment, but Arroyo pardoned him.

Arroyo has not been seen in public since Tuesday night, when, following the initial Supreme Court decision to lift her travel ban, she had turned up at the airport in a wheelchair and her neck in a brace.

The government stopped her and her husband from boarding a flight and she has since been in the hospital, where she was formally arrested Friday.

Monday, the Pasay City court that issued her arrest warrant will hear a separate petition to issue a hold departure order, which could permanently prevent Arroyo from leaving the country.

Macs Hit 5.2 Percent Worldwide Market Share (NewsFactor)

While Apple's mobile devices have dominated or been among the leaders in their respective categories, its computers have occupied only a small sliver of the market. Now, new data indicates that Apple worldwide market share for its Macs is increasing more rapidly than other manufacturers and has reached 5.2 percent -- in part fueled by rapid growth among businesses.

This is the first time in 15 years that the Mac has passed the 5 percent mark in market share. According to analyst Charlie Wolf of Needham & Co., the growth rate of Mac shipments in the third quarter of this year -- 24.6 percent -- exceeded that of PCs for the 22nd straight quarter. By comparison, the growth rate of PC shipments for the quarter was 5.3 percent.

43.8 Percent Growth in Businesses

Wolf said that the record-setting unit sales of 4.89 million Macs for the quarter helped the company's computer line grow from 4.7 percent worldwide market share in June, and from 4.4 percent at the same time last year.

He noted that the growth in Mac shipments over the last year was 20 percent of the growth of all PC shipments, and that the number of Macs shipped in the third quarter alone was more than the annual Mac shipments for each year before 2006.

Macs are also no longer primarily for consumers. While Mac sales to the home market increased 25.6 percent, compared with an overall PC increase of 4 percent, unit sales to businesses increased a whopping 43.8 percent, compared with 4.8 percent for PCs.

Wolf said that this surge in business adoption of Macs is a spillover effect resulting from the widespread use of iPads and iPhones by employees and IT departments.

Interestingly, while Macs have traditionally been strongest in education markets, the new results indicate the computer product line showed only 2.9 percent growth to educational organizations for the quarter, while PCs showed 16.9 percent. In governmental sales, Mac shipments dropped 0.6 percent.

15 Percent by 2015?

One reason for the relatively poor showing in education market growth is that those sales are instead going to Apple's iPad, which now exceed Mac sales in the K-12 market.

Laura DiDio, an analyst with Information Technology Intelligence Corp. (ITIC), said that the increase in the number of mobile and remote workers in the business world has helped Apple gain a larger foothold, because of its strength in mobile devices.

She noted that Apple, now in its fourth decade, has developed "a very strong reputation for their products, and for tech service and support," including a deal with Unisys to provide support in the enterprise.

DiDio said she expected the acceptance of Macs in the business world to continue its growth rate, resulting in a projected 15 percent market share worldwide by 2015. For enterprises only, ITIC predicts a 22 percent market share for Macs within five years.

Penn State's Paterno has treatable lung cancer (Reuters)

STATE COLLEGE, Pa (Reuters) ? Legendary Penn State football coach Joe Paterno, fired last week in fallout from a sex abuse scandal at the university, has a treatable form of lung cancer, one of his sons said on Friday.

The news came on a day when the National Collegiate Athletic Association said it will investigate Penn State's athletic programs in the wake of charges of sexual abuse of children by Jerry Sandusky, a long-time Paterno deputy.

Paterno, 84, was diagnosed during a doctor's visit for a bronchial illness and is undergoing treatment. Doctors are optimistic he will make a full recovery, his son Scott said.

"As everyone can appreciate, this is a deeply personal matter for my parents, and we simply ask that his privacy be respected as he proceeds with treatment," Scott Paterno said.

Paterno, 84, was head coach for the Nittany Lions for 46 years until the board of trustees fired him and Penn State president Graham Spanier on November 10, in the wake of charges against Sandusky.

Word of the NCAA probe came in a three-page letter to acting Penn State President Rodney Erickson from Mark Emmert, president of the NCAA. The letter was dated Thursday and released by the university on Friday.

Emmert outlined several questions that university officials must answer as part of its probe. Responses are expected by December 16 in order for the NCAA to determine its next steps.

"The NCAA will examine Penn State's institutional controls over its intercollegiate athletic programs, as well as the actions and inactions of relevant responsible personnel," Emmert wrote.

Sandusky was charged on November 5 with multiple counts of child sexual abuse for acts committed on eight boys over a 15-year period. Two senior university officials were charged with perjury for giving false testimony to a grand jury.

Penn State faces a series of investigations into the university's role in the sex abuse case, including one by the U.S. Department of Justice. An internal probe led by members of the college's board of trustees has also been convened.

Sandusky's lawyer again defended the decision to let his client do a television interview this week. Legal experts said Sandusky's comments, including his admission that he showered with young boys, could only hurt the defense.

"Rather than having people comment that Jerry's lawyer is spinning his case for him I think people needed to hear from Jerry that he was innocent," attorney Joe Amendola said in an interview with Fox News.

NO PLANS TO CANCEL SEASON

In his first news conference, Penn State's new acting athletic director said there are no plans to cancel the rest of the Nittany Lions' football season or to remove Paterno's statue from outside the giant Beaver Stadium.

David Joyner, a Penn State alumnus who previously worked with the U.S. Olympic Committee, earlier this week took over the troubled athletic department, which is still reeling in the aftermath of the scandal involving Sandusky and others.

Joyner said he sees his new role as "dean of the college of intercollegiate athletics. ... I've always believed that athletics are an academic unit. ... I see the playing field as just another classroom," he said.

Joyner said there were no plans to cancel the rest of the season for the football team, which is set to play Ohio State University on Saturday in Columbus.

The game will be the second contest since the football program was thrown into turmoil.

Interim head coach Tom Bradley said this week he had been contacted by Luke Fickell, his Ohio State counterpart, and "assured there will be no problems" for his team.

Some of Ohio state's football and basketball players appeared in a video this week, urging the fans to show good sportsmanship toward Penn State's players, coaches and fans. The video has been watched more than 12,000 times on YouTube.

Penn State, ranked 21st in the country, is in contention for the Big Ten's first ever championship game, to be played in Indianapolis on December 3.

But whether it will be allowed to play should it qualify, or be invited to other lucrative end-of-season bowl games, remains a question. In his weekly press conference, Bradley said that decision would be left to administrators.

Behind the scenes, what is left of Penn State's football infrastructure is attempting to retain the 15 recruits still verbally committed to be freshmen in 2012.

Bradley said the team has reached out to the recruits, within the guideline that coaches can speak to prospects no more than once a week at this point in the year.

One leading prospect withdrew last week, and others will be mulling what changes will take place on the coaching staff, said Mike Farrell, recruiting analyst at rivals.com, noting other universities are also deep into their recruiting process and may not have many open slots for Penn State dropouts.

Mike McQueary, the assistant coach at the center of a 2002 rape allegation against Sandusky, had been the team's recruiting coordinator. He is on administrative leave.
